You won't get stubble from waxing if it is done properly. If the hairs are pulled out at the root by the waxing process, they grow back from the root with a soft tapered end. However, sometimes when waxing isn't done properly, some hairs break off at the surface and what you see regrowing is the full thickness shaft of the hair re-emerging which looks like shaving stubble.
When you wax, re-growth can be:
1. slower;
2. sparser (some hair does not re-grow at all);
3. finer (some of the hairs re-growing are thinner);
4. lighter in colour;
5. weaker (easier to pull out again).
BUT - these effects vary enormously from person to person and also between different areas of the body. You may see some of the above effects after only a couple of wax treatments and other effects may take a year or two of regular waxing to be observed or even never happen.
I think it is safe to say that, properly done, waxing won't ever increase re-growth.
I have never used hair removal cream, so I can't speak with any authority on that but waxing is generally regarded as longer lasting and having more permanent hair reduction effects than any other ';temporary'; hair removal method.

Waxing has the same effect as hair removal cream- hair remains the same thickness (no thicker, no finer). But it definitely grows back slower than shaving. What you're looking for is an epilator, which removes more of the hair follicle and thus makes hair grow back finer and slower. It pulls the hair out, and works like an electric shaver.
